A new vision for Mississippi higher education

STARKVILLE, MS (AP) - A Senate leader has proposed changes in how Mississippi institutions of higher learning are governed. Sen. Doug Davis, R-Hernando, says he will propose that each of the eight universities be governed by a board of trustees separate from the state College Board. Davis says each university board would set goals and visions for their campuses and hire the presidents.

Davis, chairman of the Senate Universities and Colleges Committee, says he also wants to put in law a formula for funding of higher education similar to what is now done for public schools. Davis told a civil club audience Monday in Starkville that some of what he has proposed would require a constitutional amendment.
