MONTGOMERY, Ala. (AP) - The state ethics commission director says a House-passed bill could open up a loophole in state ethics law.

The House of Representatives approved the bill that exempts full-time economic developers from the definition of a lobbyist.

Ethics Commission Director Tom Albritton said it is a "bad bill" that weakens the ethics law be exempting one group. Albritton said another concern is that economic development could encompass a variety of activity.

Supporters argued it is needed to help Alabama compete for companies.

Commerce Secretary Greg Canfield said professional site developers will draw a "big red line around Alabama" and not work there if they have to register as lobbyists.
