Leonard approved as Biloxi CAO

BILOXI, MS (WLOX) - The city of Biloxi now officially has a new Chief Administrative Officer.

The council voted Tuesday to approve the mayor's appointment of Colonel Michael Leonard.

Leonard, an engineer with an extensive military background, graduated high school with Biloxi Mayor Andrew "FoFo" Gilich.

Councilman Paul Tisdale was the mayor's original appointment. Tisdale didn't have the full council's support, and neither does Leonard. Councilman Robert Deming opposed both Tisdale and Leonard, citing their lack of municipal experience.

Mayor Gilich disagreed, calling Leonard is the best choice for the position.

"His engineering background and degrees are great, but his operational command, I think he's in charge of 1800 people, that would be public works and engineering and those components in his background really suits Mike to jump on board real quick with us," said Gilich.

Leonard is finishing the term of David Nichols, who left in July. His annual salary will be $105,000. Leonard is expected to start on October 1.
