Police: Child held under hot water received third degree burns

BILOXI, MS (WLOX) -

When a small child came into the emergency room at Merit Health in Biloxi Wednesday, the medical staff thought they were dealing with a near drowning. But the situation turned out to be much more serious, and now two people are charged with child abuse and neglect. 

Biloxi Police were first called to the 800 block of Bayview Avenue for a medical emergency. An ambulance had taken a small child and an adult woman to Merit Health. When officers caught up with Bich Ngoc Tran, 25, she said the child was found face down in a bathtub, unresponsive. 

On Friday, BPD confirmed that the child is a girl, and the daughter of Tran. 

The little girl was quickly flown to the Children’s Hospital in Mobile, Alabama for treatment. Once there, the medical team discovered blisters developing on the lower half of the child’s body. As the blisters progressed, they were identified as burn blisters.

When Tran was questioned about the blisters, police said she admitted lying to them about the chain of events, and said she really didn't know what happened to the child. 

Biloxi investigators soon zeroed in on James Edward Black Jr, 29, of Moss Point. Their investigation revealed the child had been forced in hot water for an extended period of time, causing third degree burns to the lower portion of the child’s body. 

Thursday, US marshalls and Moss Point Police arrested Black in the 4000 block of Stauter Street in Moss Point. Tran was arrested in the 3000 block of Promenade Parkway in D’Iberville. 

Black was charged with Child Abuse and given a $250,000 bond. Tran was charged with Child Neglect and given a $100,000 bond. They were both being held at the Harrison County Adult Detention Center. 

The child was moved to the Burn Center in Birmingham, Alabama where multiple surgeries had to be performed. The good news is a full recovery is expected.
