Power company's latest rate increase proposal challenged

SOUTH MISSISSIPPI (WLOX) -

The man who has been fighting Mississippi Power’s Kemper lignite plant, is now formally challenging the power company’s latest rate increase proposal.

The attorney for Tom Blanton confirmed he has filed the motion with the Public Service Commission. The motion asks the PSC to dismiss the three tier rate increase plan Mississippi Power proposed after the State Supreme Court declared the previous rate hikes illegal and ordered refunds to customers. 

Blanton’s attorney argues a future rate hike should not be addressed because customers have not yet received the court ordered refund.  And he argues that the Base Load Act doesn't allow for recovery of construction costs before the plant is operational.  

Jeff Shepard, Mississippi Power spokesman said, "Mississippi Power has maintained – since proposing the Kemper County energy facility – that the company required rate recovery during construction to maintain an appropriate and sufficient level of financial strength to not only develop Kemper, but to finance Mississippi Power’s ongoing utility business."

On Tuesday the PSC ordered Mississippi Power to come up with a refund plan and gave the company two weeks to do that. 

Shepard added the rate proposals will not interfere with the refunds.
