Victim's family offers $10K for information leading to answers

WAVELAND, MS (WLOX) -

A grieving Hancock County woman is pleading with the public for information she hopes will lead to justice for her daughter. The body of 23-year-old Shelby Luciano was discovered in a roadside ditch on Waveland Avenue last week.

Police say it appears she was the victim of a hit-and-run driver, but authorities aren't ruling out other possibilities in the case.

A colorful memorial marks the spot on Waveland Avenue where Luciano's body was found. For her grieving mother, the display stirs mixed emotions.

"It makes me feel very sad, because I know that's where she was discovered, and that is devastating to me," said Luciano's mother, Rose Luciano-Foss.

She says the memorial also shows her her only child was loved and will be missed by many.

"In fact, the first time we were out there, the day of, there was a complete stranger that stopped to give us a fresh bouquet of flowers. So, it is very, very touching. It makes me feel happy for that moment," explained Luciano-Foss.

The family is offering a $10,000 reward for information leading to the arrest and conviction of the person or persons responsible for Luciano's death.

"Please put yourself in my position. How you'd feel if this was your child or your sister or your mother or your family. Just ask yourself what you would like to happen. Follow your heart, and please do the right thing. She was a human being. She didn't deserve to be left there like a piece of garbage," said Luciano-Foss.

Police say they are working several strong leads in the case and are waiting on evidence collected from the scene to be analyzed.

"We have indicators of what we think happened based on evidence at the scene. Just on all the evidence we've pulled together, the cell phone records and everything that happened, but until this is solved, we are going to keep looking at every possibility. We have our working theories of what we think happened, but we're still not excluding any possibilities," explained Waveland Police Chief David Allen.
