PHOENIX (CBS5) -

Maricopa County Sheriff's deputies have arrested a 28-year-old man in connection with a fatal hit-and-run accident near Mesa.

It happened around 4:45 p.m. Friday on the eastbound side of Apache Trail, just west of 83rd Place.

A witness saw a pickup truck swerve into the right lane and hit a bicyclist before taking off.

According to MCSO, that witness was able to take down the suspect's license plate number.

That information led deputies to the home of Derek Anthony Tinsley, where they took him into custody a few hours after the crash.

Friends of the victim told CBS 5 News they are devastated about how he died.

"I do bicycles for a hobby," explained Tom Seip. "And I saw Mikey's because he's got red wheels on his chrome bike. And I saw his bike and I said, 'Oh my God, that's Mikey.'"

Seip and his wife, Bev, said they've known the victim for more than 20 years.

They said he's a local, homeless Vietnam veteran who'd recently turned 60 years old.

"Mikey was a nice guy, and he fought for our country," said Tom Seip. "This is no way for him to go."

"It's terrible that somebody would do that to him. This is a person, a human being," Bev Seip added.

MCSO is working to confirm the identity of the victim.

Tinsley was booked into the 4th Avenue Jail on Friday night on a felony charge of leaving the scene of a fatal accident.

Deputies are also looking into whether or not he was impaired at the time of the crash.
