Man charged with leaving hoax device at Boston Marathon finish line

BOSTON (RNN) – Boston police detonated two unattended backpacks left at the Boston Marathon finish line Tuesday, hours after a somber memorial service on the bombing's one-year anniversary.

One was filled with a rice cooker, according to the Associated Press. Police continue to investigate what was in the second bag.

The suspect who allegedly dropped at least one of the backpacks, identified by AP as 25-year-old Kevin Edson, will be charged with several counts, including possession of a hoax device, disorderly conduct and disturbing the peace. 

Edson will be arraigned in Boston Municipal Court Wednesday morning.

Eyewitnesses claimed to have seen the suspect carrying the backpack and "acting suspiciously." Witnesses also say the man was wearing a black veil and face paint.

An Instagram video showed a man barefoot yelling "Boston Strong" walking down the street. It's not clear whether it is the man being detained.

Police detonated the bags with a bomb-detection robot, according to officials.

The incident comes after an emotional day Tuesday, as survivors, family, friends, first responders and city and state officials gathered to remember the bombing that killed three and injured 264. A police officer at MIT was also gunned down by the alleged suspects a few days after the bombing. 

Security has been increased, and new regulations from the Boston Athletic Association have been put in place for spectators along the race route for this year's marathon.

Spectators have been asked to leave backpacks and strollers at home. They are not prohibited but could be subject to search.

The Boston Police Department will also have an increased presence that will include uniformed and undercover officers. More than 100 cameras have been installed along the parade route to go along with 50 new observation points.

The 118th running of the Boston Marathon is Monday.
