BILOXI, MS (WLOX) -

It's cold and rainy along the Gulf Coast today, but that's not stopping the Mardi Gras festivities. The Gulf Coast Carnival Association parade starts rolling through the streets of downtown Biloxi at 1pm, with the Krewe of Neptune following directly behind.
