Driver overdoses on heroin at stoplight with infant in car

LOUISVILLE, KY (WAVE) - A driver and his adult passenger were arrested Tuesday after the driver overdosed on heroin at a stoplight with a 7-month-old baby in the backseat, according to Louisville Metro police.

Officers were dispatched to Dixie Highway and Blanton Lane just before 6:30 p.m. Tuesday on a report of an overdose. They arrived to find Louis A. Manning, 27, sitting in the driver's seat of a car at the intersection, unconscious from an apparent overdose. 

According to arrest records, Manning stated, while being treated by paramedics, that he had shot up half of the heroin he had just purchased and that his passenger, Coby Vaughn, 28, shot up the other half in the parking lot of a nearby Walmart. Vaughn is listed as the owner of the car.

Police searched the car and found a plastic bag containing the needle and spoon used to administer the drug, they said.

The arrest reports states Manning and Vaughn acted with "extreme indifference to the value of the life of [Vaughn's] child by allowing the child to be exposed to needles and heroin and by allowing the child to be driven in a vehicle by a person intoxicated on heroin."

Manning and Vaughn are charged with first-degree wanton endangerment and possession of drug paraphernalia. Manning is also charged with operating a motor vehicle while under the influence of drugs. Vaughn faces an additional charge of endangering the welfare of a minor.
