Another new restaurant proposed for the beach in Biloxi

A Gulfport restaurant owner has big plans for the beachfront in Biloxi. Rob Stinson is among the ownership group that wants to build Kelly's Seafood and Sports Bar. Project designers appeared Wednesday before Biloxi's development review committee.

"May need some variances for perimeter landscaping," said chairman Eric Nolan, as the committee members asked questions about the restaurant project.

Site approval is the first step for the proposed new restaurant. It will be located on the beachfront, between Waffle House and the South Beach condominium tower.

"Just to let you know, this is really a second Kelly's. We have a Kelly's in Gulfport that we did. And they're expanding over to Biloxi," Bobby Heinrich explained to the committee.

Owners of the downtown Gulfport Kelly's see opportunity along the Biloxi beachfront. The site is near the already successful Shaggy's restaurant and the soon-to-open Blue Crab House.

"They just feel the demand is there since there's not a lot of development along the beach right now and they're trying to help out," said project designer Sharon Demitri.

The proposed restaurant will be 4,600-square-feet and will be elevated some 10 to 12 feet. Unlike some other raised developments, it will include an elevator.

"Seafood and sports bar. It will be a stand alone, new building, new construction. Right on the beach," said Heinrich.

The tight lot configuration made it a challenge for the designers to plan for parking spaces.

"We tried to get 100 parking spaces, but came up with 81," said the design team.

Like other beachfront restaurants, Kelly's seafood hopes to take advantage of the waterfront view and outdoor ambiance.

"We're going to have access to the rooftop, so people can come out and have open air," said Heinrich.

If plans proceed as expected, construction could begin in the next three months.

Rob Stinson told WLOX News he's "excited and thrilled" about the prospect of opening a new restaurant on the Biloxi beachfront.
