Arrest warrant out for licensed contractor

UTICA, MS (Mississippi News Now) -

An arrest warrant has been issued for a contractor who left a Utica woman homeless. Her home was damaged by fire last August, but now it's left in shambles after the contractor walked off the job.

Thursday a steady rain poured into Judith Shorter's home, a house she lived in 33 years. It's been this way for over a year. Slowly decaying from the inside out.

"Look at this, soaking wet," said Shorter.

We found some left on insulation in an empty bedroom; some wet lumber in the outside carport.

The elderly woman said Earnest Paul Bozeman gutted the inside last year, and took off the shingles on the roof. He left it that way after being paid a huge sum of the insurance money for repairs.

Shorter said as we stood inside her water logged living room,

"I was honest enough to give him my money he should have been honest enough to fix my home like he was supposed to," said Shorter. "Look at it, all this rain. Oh my word."

In all, she paid this contractor $43,666 dollars to repair her home. We learned the State Board of Contractors revoked Bozeman's license and fined him $5-thousand dollars.

After our first report, we were told he called the Board and said he was not guilty.

But after Shorter told us her story, she took another complaint to the Utica Police Department.

In the latest development, a  warrant is out on Bozeman for felony home repair fraud.

"This is a big loss," said Utica Police Chief Timothy Myles. "It's a shame you have these kinds of people that go around and beat people out of their money."

Police tell us he may be in Terry on Bozeman road, but his company, Family Construction, LLC also lists Jackson, Madison, Alabama locations. Lawmen feel confident they will track down the contractor.

"He needs to come to justice for what he did to me," said Shorter. "I hope and pray he don't do it to nobody else." 

Bozeman did not return our calls after we left messages at two separate numbers listed on his business receipt.
