Ex-wife of man killed in officer-involved shooting speaks

Phoenix police shot and killed a man they say slammed into a patrol car with a large U-Haul late Wednesday night.

Police have identified the man as 37-year-old Raymond P. Majors. Police told CBS 5 News they had been looking for him for several weeks.

"(Police) did it on purpose," said Monica Costigan, Majors' ex-wife.

"They shot him before he could do anything. To me, that means they were there to do something; to shoot him," she continued.

Phoenix Police Department spokesman Sgt. Trent Crump said that is not what happened. Officers got a tip on a suspect wanted in connection with a domestic violence aggravated assault.

The source alerted police that the suspect was in the area of the trailer park in the 2400 block of West Devonshire Avenue, on the frontage road heading onto the northbound Interstate 17 and Indian School Road.

Police located him inside the U-Haul truck. At one point, they surrounded the truck, and that's when the suspect began ramming their vehicles.

Phoenix police said detectives were told the suspect was armed and if contacted by the police he would either kill himself or engage in a shootout with officers.

"He has an extensive criminal history. It looks like there are prior convictions even for aggravated assault on a police officer and weapons violation, when our officers went to pick him up last night. We were told by our information source that he was very likely armed and had indicated that he was going to have a shootout with police, that he was not going to be taken back to jail," Crump said.

Crump said two officers fired several rounds as they believed the suspect had struck an officer and pinned him between the U-Haul and an unmarked police car.

The Phoenix Fire Department arrived and pronounced Majors dead at the scene.

One of the Phoenix officers had cuts to his hands, and the second officer was not injured.

Police have not identified the officers. One is a 36-year-old cop with 12 years of experience on the force. The second is a 38-year-old officer and 13-year veteran with the department.

Majors was arrested on Aug. 16, 2012, on Interstate 17 northbound at Thunderbird. A witness reported a man passed out behind the wheel, according to DPS. Detectives found meth in the car and in his system. He was booked into Fourth Avenue Jail for aggravated DUI, possession of dangerous drugs and drug paraphernalia.
