79-year-old Mississippi man masturbates at mall, arrested

SLIDELL, LA (WAFB) -

A 79-year-old Biloxi, MS man was arrested after he was caught masturbating at the Northshore Mall in Slidell, LA on two separate occasions.

According to police, Jack Mozer, of Biloxi, MS, has been arrested 27 different times in seven different states for sexual related charges and is now facing two counts of obscenity in St. Tammany Parish.

On March 16, 2013, Slidell Police responded to the Northshore Mall about a complaint that an elderly male was masturbating inside of a female clothing store. According to police, two women, both of whom were in their twenties, first encountered the man after he purposefully bumped into them. While smiling at the girls, the man then began to fondle himself through his pants. The girls, who worked at the store, told their manager about the incident. By the time police arrived, the man had fled.

Police say on May 15, 2013, they received a similar call at Northshore Mall about an elderly male masturbating inside of a different female clothing store. Police say two teenage girls were shopping when the man "brushed up against them." According to a news release from Slidell PD, the man then unzipped his pants and began to masturbate in front of the two girls.

The girls began to chase the man, who ran out of the mall and jumped into his vehicle. The girls were able to get a license plate number and provided that information to police.

A detective with the Slidell Police Department was able to get a picture of the registered owner of the vehicle, Jack Mozer. After reviewing the video surveillance from the two stores, the detective learned that Mozer was the person involved in both incidents.

Last week, the U.S. Marshals Fugitive Task Force arrested Mozer at his home in Biloxi, Mississippi. Mozer was extradited to Louisiana, and is being booked at the Slidell City Jail. Mozer will ultimately be transported to the St. Tammany Parish Jail where a bond will be set.

According to police, this is Mozer's first criminal charge in the State of Louisiana, but in other states, Mozer has been arrested on charges such as: sexual indecent exposure, public sex indecently involving a minor, attempted child molestation, communicating with a minor for immoral purposes, and failure to register as a sex offender. The outcome of those cases is unknown and police are still trying to determine if Mozer is currently a registered sex offender from a different state.

The investigation is still ongoing, and Slidell Police are working with other law enforcement agencies to determine if Mozer is responsible for any similar or more serious crimes, in other areas throughout the gulf-coast region.
