PHOENIX (CBS5) -

Three more arrests have been made in connection with the murders of two men at a Phoenix apartment complex that police labeled a hate crime.

Two people were arrested early on in the investigation, including Johnny Romero, 22, who was charged with first-degree murder in the stabbing deaths of Kay Reh and Ker Reh.

Romero and Jonathan Tineo, 17, were arrested on May 7.

Kay Reh and Ker Reh were stabbed to death in front of an apartment near Camelback Road and 28th Avenue in Phoenix on April 28.

Authorities told CBS 5 News that the victims and their family members appear to have been targeted because of their race.

The report stated that Romero was with a group of people who started harassing some teenagers who were on their way to a funeral service.

Along the way, Romero and his friends reportedly called the teens derogatory names in reference to their Burmese heritage.

The teens managed to run inside an apartment, but when two elders came outside to calm things down, the two men were murdered, the report said.

Sgt. Steve Martos said that it now looks like a hate crime.

"The crime itself is egregious enough," said Martos. "Now you add on top of that, the fact they were targeted because of who they are, it makes it that much more concerning for us."

Those arrested in Mexico earlier this week in connection with case include 18-year-old Cassandra Devore, a 17-year-old girl and a 16-year-old boy.
